For Domestic Farm Laborers

HOME is proud to provide affordable housing to farm labor families through the 50-unit Tio Cooper Apartments in partnership with the U.S. Department of Agriculture (USDA).  Built in 2003, the Tio Cooper Apartments provide farm labor families with safe, decent, and affordable housing.  The well-appointed apartments feature two-, three-, and four-bedroom units, a playground for children, and a vibrant community center.  HOME’s partnerships with Region 19 and the El Paso Community College provide opportunities for Tio Cooper residents to attain self-sufficiency through onsite GED, ESL and other enriching classes.

In order to qualify, applicants must be a domestic farm laborer or a retired or disabled domestic farm laborer.  This includes any person (and the family of such person) who receives a substantial portion of his or her income from the primary production, handling, or processing of agricultural or aquacultural commodities without respect to the source of employment.  Applicants must also have legal residency status in order to qualify for this affordable housing assistance. Families must earn a minimum of $4,000 from farm labor employment and pay rents based on 30 percent of adjusted income or 10 percent of annual income, whichever is greater.
